This role requires someone who can effectively analyze data, develop reports and presentations, and collaborate with various stakeholders to enhance the quality and effectiveness of the OHS mission. The Program Analyst will play a crucial role in supporting programmatic initiatives and ensuring compliance with federal requirements.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Program Analyst will be responsible for providing analytical support and data-driven insights to enhance customer service operations. Principal responsibilities include:
Conduct data analysis of management, organizational, and operational programs and report to enhance the quality, responsiveness, and effectiveness of the Office of Head Start's (OHS) mission
Assist in the development and implementation of programmatic initiatives resulting from national directives, legislation, and policy decisions
Compile, analyze, and evaluate data from various sources, including customer and contractor-generated information
Assist in the development of reports, correspondence, and presentations for the OHS Senior Management Team
Support the review and development of public relations resources on various Head Start content areas
Assist in the coordination and content development of presentations regarding crossover policies between OHS and other intergovernmental agencies
Participate in national and regional meetings as directed by the Office of Head Start
Collaborate with team members to ensure all deliverables meet federal guidelines, requirements, and HHS/ACF/OHS procedures
Utilize computer software applications (Windows 2010, Excel, PowerPoint, ACCESS, SharePoint), and other Government/Federal systems
Create data visualizations and dashboards to communicate complex information clearly
Develop and maintain tracking systems for program metrics and performance indicators
Identify trends and patterns in data to support evidence-based decision making
Document processes and procedures for data collection and analysis
Support quality assurance efforts for data integrity and reporting accuracy
Assist in responding to data requests from stakeholders and leadership
Stay current on relevant federal regulations, policies, and procedures
Requirements:
Strong analytical skills with experience in data analysis and reporting
Ability to work on-site and travel for meetings and site visits
Experience with data management/tracking systems and software such as Smart Sheet and Microsoft Office
Familiarity with federal regulations and policies related to early childhood programs
Excellent written and verbal communication skills
Strong attention to detail and ability to manage multiple projects simultaneously
Experience in developing and delivering presentations to various stakeholders
Corporate experience in managing and administering work as described in the scope of work
Capacity to provide sufficient experienced, qualified support with the proven ability to perform required tasks
Capability to support unforeseen, urgent assignments
Experience in computer software applications (Windows 2010, Excel, PowerPoint, ACCESS, SharePoint), and other Government/Federal systems
Ability to translate complex data into actionable insights
Problem-solving skills with a methodical and thorough approach
Ability to work collaboratively in cross-functional teams

Desired Skills and Competencies:
Advanced degree in a relevant field
Experience working directly with federal agencies
Knowledge of disaster recovery grants
Advanced proficiency in data analysis tools and techniques
Experience with statistical analysis software
Background in program evaluation or performance measurement
Knowledge of quality improvement methodologies
Experience with federal grant management processes
Background in early childhood education administration
Experience with survey design and implementation
Knowledge of federal reporting requirements
Experience with database management
Background in policy analysis
Certifications in relevant analytical tools or methodologies
Experience with stakeholder engagement and communication
Education:
- Bachelor's degree in Public Administration, Data Analytics, Early Childhood Education, or related field
Work Experience, Knowledge, Skills & Abilities:
Minimum of 3 years of experience performing management (program) analysis
Proven knowledge of Head Start and Early Head Start programs or early childhood education
