Kentro is hiring a Service Center Project Coordinator supporting the USAID. The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. 

The Service Center Project Coordinator provides critical operational support to the Human Capital Services Center (HCSC) within USAID’s Office of Human Capital and Talent Management (HCTM). The incumbent ensures effective coordination, tracking, and reporting of tasks related to Civil Service (CS) and Foreign Service (FS) personnel. This position plays a key role in supporting workforce transition activities, facilitating stakeholder communication, and maintaining high standards for operational performance and personnel data integrity.

Responsibilities:

Task Tracking and Follow-Up (25%)

  • Monitor and document actions related to RIF-affected Civil Service and Foreign Service personnel.
  • Track open tasks and coordinate resolution with HR specialists, payroll offices, and other internal stakeholders.
  • Follow up on outstanding items and ensure timely closure of tasks.

Creation of Templated Responses (10%)

  • Develop and maintain standardized response templates for common personnel-related communications.
  • Ensure accuracy, clarity, and compliance with CS and FS personnel policies.

Data Reporting and Trend Analysis (15%)

  • Generate and analyze regular reports to identify trends, emerging issues, and areas for process improvement.
  • Summarize findings and provide actionable recommendations

Stakeholder Coordination and Meeting Support (20%)

  • Schedule and facilitate internal and external meetings.
  • Document meeting outcomes, track action items, and ensure timely follow-up.
  • Recommend improvements to coordination processes based on observations and feedback.

Communications and Stakeholder Engagement (10%)

  • Draft and disseminate operational communications to stakeholders.
  • Maintain professionalism and accuracy in all communications.

Data Audits and Systems Monitoring (10%)

  • Conduct periodic audits of personnel data in systems such as HR Connect, ServiceNow,
  • and G2P.
  • Identify discrepancies and coordinate corrective action.

Metrics Tracking and Dashboard Reporting (10%)

  • Maintain dashboards and performance metrics to monitor project progress.
  • Provide leadership with regular updates and reporting packages.

Location: Remote, must be willing and able to be on-site in VA on a regular basis

Requirements

  • Bachelor’s degree in Human Resources, Public Administration, or related field.
  • 2+ years of experience supporting project coordination or HR operational support within a federal agency.
  • Knowledge of U.S. Civil Service and Foreign Service personnel systems, including personnel action forms (e.g., SF-50, SF-52) and service computation rules.
  • Familiarity with federal HR systems such as ServiceNow, HR Connect, and G2P.
  • Ability to handle sensitive data in compliance with privacy and security protocols.
  • Strong organizational, analytical, and follow-up skills.
  • Excellent communication skills and proficiency in Microsoft Office tools.

Preferred Qualifications

  • USAID experience or familiarity with foreign affairs agencies.
  • Exposure to federal RIF procedures and severance eligibility.
  • Experience with performance metrics dashboards and stakeholder briefings.

Clearance:

  • Willing and able to get and maintain a Public Trust Clearance
