SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assemble and oversee the Mayor’s operating and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
Within OMB, the Citywide Grants Task Force is responsible for monitoring the financial reporting and collection of all Federal, State, and non-government funds granted to the City, which totaled over $30 billion in FY24. The mission is to improve the timeliness of recognizing, claiming, and collecting revenue. The Task Force provides in-depth analyses, best practices, training, and support to over 50 agencies utilizing grant funds, as well as to OMB oversight units.
The Data & Systems Unit consolidates data from multiple sources to support oversight of grant-related spending and revenue. This includes maintaining systems used to monitor grant-related budget requests, identifying variances, and providing reports/dashboards.
JOB DESCRIPTION:
The duties include:
- Supporting the operation and upgrades of the OMB Capital Grant Management System (CGMS).
- Extracting grant data from the Financial Management System (FMS) and consolidating it to support analyses.
- Managing dataset exchanges for grant status updates from agencies.
- Supporting enhancements to FMS related to grants.
- Developing reports and dashboards to identify data trends.
- Contributing to data cleansing, reporting, and analytical projects as needed.
QUALIFICATIONS:
- Experience in data analysis, data modeling, and visualization.
- Strong problem-solving and communication skills.
- Ability to learn, innovate, and recommend improvements.
- Proficiency in SQL for data extraction.
- Proficiency in Microsoft Excel, preferably with VBA, and knowledge of Python, R, Power BI, or Microsoft Access.
- Knowledge of fiscal accounting concepts, especially grants, is desirable.
- Experience with FMS/2 and FMS/3 systems, including SAP Crystal Reports and Business Object, is a plus.
MINIMUM REQUIREMENTS:
- For Analyst: Bachelor’s degree in Business, Finance, Economics, Public Policy, Information Systems, or related, plus 2 years of relevant experience, or Master’s degree in a related field.
- For Senior Analyst: Bachelor’s degree plus 3 years of experience, or Master’s degree with 1 year of experience.
- For Supervising Analyst: Bachelor’s degree plus 4 years of experience, or Master’s degree with 2 years of supervisory experience.
OTHER INFORMATION:
