ABOUT RESIDENT SERVICES
The Resident Services team is responsible for bringing essential support services to our residents. Our three areas –Family Services, Senior Services, and Health and Supportive Housing – build relationships with our residents by engaging, connecting, and providing services to help them maintain stable housing and achieve self-sufficiency. Our programming emphasizes long-term financial and physical health and mobility and spans financial workshops, ESL classes, senior wellness activities like Bingocize (BINGO and exercise!), after-school programs, and a six-week summer program for young residents. The Services team is also instrumental in ensuring food security through onsite food distributions in partnership with local organizations. Rooted in our ICARE values (Integrity, Collaboration, Accountability, Respect, and Excellence), and our Guiding Principles of Diversity, Equity, Inclusion, and Belonging, Resident Services also works closely with our residents and community partners, and their fellow MidPenners — including close collaboration with our Property Management team.

POSITION OVERVIEW
The Associate Director, Supportive Housing plays a critical strategic and operational role in the diverse and expansive multi-county MidPen portfolio, serving as a member of the Leadership Team. The Associate Director, Supportive Housing oversees third party services relationships, where MidPen residents receive on-site health and social programs from an external partner, including evaluating the effectiveness of these partnerships and their alignment with MidPen Services. As such, the Associate Director, Supportive Housing develops and maintains strong relationships with third party service providers and ensures adherence to third party partner contract terms including reporting, compliance and follow up.
The Associate Director, Supportive Housing also manages a team of managers who manage onsite teams of Senior Case Managers, Case Managers and Harm Reduction Specialists to ensure that Managers build the capacity of MidPen staff working with high-acuity residents to minimize crisis and support stable housing. The candidate should have experience in progressive supervisory roles specifically in the oversight and development of other managers. As needed, the Associate Director, Supportive Housing serves as a proxy for the Director of Supportive Housing, representing the organization to internal and external stakeholders.
ESSENTIAL DUTIES
- Oversees day-to-day program operations at all permanent supportive housing properties and for high-acuity populations at family and senior properties by providing programmatic coaching to staff and ensuring high-quality program deployment
- Partners with peers in Property Management to address site-level or portfolio-level challenges at permanent supportive housing sites within assigned portfolio
- Recommends operational, procedural and policy changes needed to improve program efficacy and quality, to achieve contract outcomes, to deliver exceptional customer service, and to manage risk
- Ensures adherence to funding source guidelines and requirements and agency policies in reporting and operations
- Monitors revenues and expenses against property budgets and contract terms and informs Director, Supportive Housing of operational opportunities and challenges arising from different funding sources
Effective Team Building
- Oversees a team of managers who collectively supervise Senior Case Managers, Case Managers I and II, along with Harm Reduction Specialists
- Sets expectations for the staff experience and coaches and supports managers to ensure consistency in hiring, onboarding, performance management, and professional development practices
- Fosters a healthy team culture and leads employee engagement activities while modeling MidPen’s core values and principles of diversity, equity, inclusion, and belonging
- Demonstrates servant leadership by cultivating trust, strengthening team morale, and ensuring an inclusive, supportive environment for all team members
- Provides input to Director, Supportive Housing on permanent supportive housing talent strategy and related decisions about staffing ratios, fixed vs. flexible capacity, and the mix of skills required to meet property-level needs
Partnerships and Advocacy
- Manages day-to-day relationships with contracted third-party service partners within assigned portfolio and ensures mutual accountability against contract terms and a regular cycle of feedback about performance and continuous improvement opportunities
- Ensure timely and accurate contract renewals including a periodic review of contract terms requiring adjustment or amendment
- Oversees the 6 to 24 month stabilization period for newly-leased permanent supportive housing properties
- Serves as proxy for the Director, Supportive Housing when needed in external meetings
Property Development
- Ensures the Property Development team has Resident Services’ support in community engagement efforts, the entitlement process, and in funding applications
- Represents the needs of the Resident Services team in property development milestone meetings when the Director, Supportive Housing cannot attend
- Regularly shares data and insight on housing retention and resident outcomes with internal parties to inform refinements to MidPen’s approach to supportive housing
- Ensures high-quality and compliant data entry and data reporting for properties and staff within assigned portfolio including establishing QA practices and routines
- Ensures integrity of data sharing agreements and practices with third-party partners
- Performs other duties as assigned
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.
Education and Experience
- M.S.W. or M.A. degree in psychology, counseling or a related field required
- Minimum five (5) years’ experience in a similar role working with supportive services including supervisory experience providing services for those with mental illness, substance use disorder, co-occurring disorder, and/or histories of homelessness or residents at-risk of homelessness
- Minimum of one to two years of experience managing and developing others in management-level positions, with a proven ability to lead through others
- Experience collaborating with external partners and assisting with program implementation
Knowledge, Skills, and Abilities
- Demonstrated ability to communicate professionally and effectively via phone and in writing with site staff and cross-functional internal partners, residents, public agencies, and members of the community
- Ability to complete assigned tasks independently, and ability to meet deadlines using demonstrated time management skills
- Demonstrated expert proficiency using Microsoft Office (i.e., Excel, Word, PowerPoint, and Outlook)
- Must demonstrate solid judgment, discretion, and problem-solving skills
- Must possess a valid California Driver’s License, proof of current auto insurance, and reliable transportation
