Paragon Cyber Solutions is seeking a proactive, results-driven Business Development and Capture Manager to help identify, qualify, and position our firm for federal prime contract awards. This role is ideal for a connector with deep GovCon experience and a knack for turning leads into real opportunities. You will work directly with the CEO to grow our pipeline, focusing on strategic BD, opportunity shaping, and capture planning. The ideal candidate will excel at building relationships, developing winning proposals, and driving end-to-end capture strategies, while leveraging Paragon's past performance and certifications to expand our footprint.
Requirements
Business Development Responsibilities
Identify, research, and evaluate new business opportunities with a focus on leveraging 8(a) certification for federal direct awards and set-asides
Build and maintain strong relationships with federal clients, contracting officers, and teaming partners
Develop and execute strategic account plans to expand Paragon's presence in federal, state, and local markets (e.g., Tampa)
Represent Paragon at conferences, industry events, and targeted networking engagements
Collaborate with internal teams to align growth strategies with technical and delivery capabilities
Capture Management Responsibilities
Lead the full capture lifecycle from opportunity identification through proposal submission
Develop win strategies, solutions, and pricing inputs in coordination with internal and external SMEs
Manage capture actions including competitor analysis, teaming decisions, partner negotiations, and bid/no-bid reviews
Oversee or support proposal development efforts to ensure high-quality, compliant, and persuasive submissions
Maintain and report on pipeline metrics (e.g., opportunities tracked, proposals submitted, win rates, revenue potential)
Conduct win/loss reviews and integrate lessons learned into future BD strategy
Qualifications
Bachelor's degree in Business, Marketing, or a related field
5+ years of experience in federal business development and capture management
Strong understanding of federal acquisition processes, 8(a)/EDWOSB/SDVOSB strategies, and common contract vehicles (e.g., GSA, BPA, IDIQ)
Exceptional written and verbal communication skills, especially in proposal development
Proven track record of building partnerships and closing federal business
Proficiency with CRM systems and BD tracking tools
