Position OverviewDelegate Joe Vogel is seeking a dynamic, strategic, and highly organized Chief of Staff to help lead and manage his legislative office. As the Chief of Staff, this role will oversee daily operations, direct legislative and communications strategy, and manage constituent services.
Key Responsibilities- Serve as Delegate Vogel’s principal advisor on policy, strategy, and operations
- Manage and direct all office functions, including legislative, communications, and constituent services
- Develop systems to ensure the Delegate’s time and priorities are aligned with strategic objectives
- Coordinate district and Annapolis operations, including staff scheduling and issue briefings
- Represent the Delegate in meetings with stakeholders, community organizations, and government agencies
- Provide high-level policy analysis and recommendations on legislation
- Oversee bill drafting, amendment preparation, and committee strategy
- Monitor legislative developments and identify proactive opportunities to advance the Delegate’s agenda
- Coordinate with General Assembly staff, committees, and other legislative offices
- Oversee the constituent services program, ensuring timely and effective responses to inquiries and casework
- Maintain relationships with local leaders, advocacy groups, and constituents
- Coordinate public appearances, town halls, and community events in the district
- Supervise staff, interns, and fellows, including hiring, onboarding, training, and performance evaluation
- Lead regular staff meetings and foster a collaborative, mission-driven office culture
- Track project progress, troubleshoot challenges, and ensure accountability across departments
- Guide messaging strategy, media outreach, and digital content in coordination with communications staff
- Manage the Delegate’s calendar and ensure scheduling reflects office priorities
- Draft talking points, public statements, and constituent communications as needed
- 3+ years of relevant experience in legislative affairs, public policy, or campaigns
- Strong leadership and team management skills
- Excellent written and verbal communication abilities
- Proven ability to work in high-pressure environments and manage multiple priorities
- Demonstrated understanding of the legislative process and Maryland politics
- Experience with constituent engagement and community-based outreach
- Proficiency in Microsoft Office, Google Suite, and virtual meeting platforms
- Must reside in or be willing to relocate to the Montgomery County area, with ability to travel to Annapolis full-time during session
