Job Description
Position Title: Director, Health Systems Strengthening and Integration
Reports to: Senior Director, Public Health Systems
Supervises: 2-3 direct reports and a total team of 4-8
Department: Public Health Systems
Salary Range: $119,000 – $132,000 and commensurate with experience
Location: Washington, D.C. or Remote
FLSA Status: Exempt
Position Summary
The Director, HSSI is responsible for shaping and guiding NASTAD’s efforts to strengthen and integrate governmental public health systems across the country, focusing on Ryan White, ADAP, and Medicaid programs and surveillance infrastructure. This role involves leading initiatives to modernize data systems, improve service delivery, and align federal funding streams to maximize public health impact. The individual will lead a multidisciplinary team and collaborate with health department leaders to drive systems-level change that improves health outcomes for communities impacted by HIV, hepatitis, STIs, and substance use.
Essential Duties
- Develop a vision and strategic plan for strengthening public health systems nationwide aligned with NASTAD’s goals and resources.
- Lead business development, including identifying funding opportunities, writing grant proposals, and establishing partnerships.
- Manage complex projects in Medicaid, Ryan White, ADAP, surveillance modernization, and program integration.
- Supervise and mentor staff, supporting their professional growth and fostering collaboration.
- Build and maintain relationships with federal agencies, external consultants, and health departments.
- Ensure timely delivery of programmatic goals, budget management, and reporting.
- Promote equity-informed and community-engaged approaches to systems strengthening.
- Contribute to organizational strategy and represent NASTAD in national forums.
Qualifications
Skills/Knowledge/Abilities
- Experience designing health systems strategies for complex programs like Ryan White, ADAP, and Medicaid.
- Strong knowledge of health data systems such as surveillance platforms, Medicaid data, RSR, and ADR systems.
- Deep understanding of policies affecting HIV, hepatitis, and drug user health programs.
- Proven leadership in managing teams and fostering inclusive work environments.
- Commitment to racial justice, equity, and anti-racism in public health.
- Excellent communication, facilitation, and interpersonal skills.
Experience/Education
- Bachelor’s degree or higher, or equivalent experience demonstrating ability to perform the duties.
- Minimum 12 years of progressive experience in public health program design, implementation, and systems-level work.
- Experience managing multi-stakeholder projects, including federal grants.
- Experience working with health departments, especially on HIV, hepatitis, Medicaid, or ADAP programs.

- Full-time role, 40 hours/week.
