Job Summary
As a Financial Report Developer, you will provide financial reporting support to the agency as well as to provide user support on financial applications used by the agency. This position is responsible to develop, modify, test, maintain and publish Crystal Reports using financial data, ensuring that all financial reports are built in the most effective manner to ensure all customers, internal and external, have access to the financial information needed. In addition, this position is responsible for ad hoc data extract files for users throughout MnDOT and answering financial information questions for users throughout the department and at other agencies.

Qualifications
Minimum Qualifications
- Knowledge of PL/SQL, Oracle tools, MS-Access, Crystal Reports, and other database mining tools.
- Ability to write sufficiently to explain what information a report has provided, how it was selected and summarized.
- Ability to provide clear objectives and supporting documentation.
- Ability to communicate technical issues to a non-technical audience.
- Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
- Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
- Experience in developing, modifying, testing, maintaining and publishing Crystal Reports using financial data.
- Knowledge of FHWA billing rules, processes, and regulations.
- Knowledge in governmental accounting policy and procedures and MnDOT’s supplemental policies and procedures.
- Knowledge of MnDOT operations, budgets and accounting sufficient to recognize data anomalies in databases and models.
- Experience using Microsoft (MS) Access, Crystal Reports, Oracle PL/SQL and other data mining tools, design and develop processes to bring together data elements from multiple, complex data sources for data analysis and retrieval.
- Experience providing financial reporting.
