Duties and Responsibilities:
This contract aims to support various task areas, including:
- Management and oversight of contract personnel
- General communications support (internal and external)
- Multimedia planning, development, and execution
- Website support
- Legislative support and analysis
- Strategic communications and planning support
- Surge efforts such as symposium/conference logistics and execution
- Event and protocol support
- Other efforts as required
Provide subject matter expertise on defense policy and appropriations, advising senior leaders on legislation status, Member interests, and potential impacts on Navy programs and policies.
Develop tracking mechanisms to identify and document funding and legislative impacts on Navy programs and policies.
Synthesize complex information into talking points, white papers, and briefs for NAVSEA leadership.
Offer expertise on defense budget and policy issues, identifying impacts and legislative strategies to meet organizational and programmatic goals.
Education and Experience:
Bachelor of Science degree in Political Science.
Minimum of 7 years’ experience analyzing and writing about federal congressional actions; 5 years’ experience in defense acquisition preferred.
Strong understanding of the defense authorization and appropriation legislation enactment process.
Working knowledge of the Navy’s PPBE process.
Ability to review and analyze defense legislation for impacts on Navy programs.
Familiarity with NAVSEA programs and initiatives.
Ability to produce written documents such as briefing materials, legislative summaries, background papers, and correspondence for senior officials.
