As an Amendment Specialist (Health Services Consultant 1) with the Department of Health, you will play a crucial role in ensuring the accuracy and integrity of vital records that affect Washington residents' access to essential services. Whether it’s processing amendments, providing technical guidance, or ensuring compliance with state and federal regulations, your work will directly impact individuals needing corrections or updates to birth, death, marriage, and adoption records. This position allows you to develop specialized expertise while contributing to public health initiatives.
Key Responsibilities Include:
- Providing technical assistance and guidance to the public, legal professionals, health practitioners, and government agencies regarding amendments to vital records.
- Reviewing and evaluating amendment requests for compliance with state and federal laws, including changes related to adoption, parentage, and name corrections.
- Researching and resolving complex issues, including cases requiring legal orders, and providing clear, actionable next steps to customers.
- Updating and maintaining the Washington Health and Life Events System (WHALES) vital records database to reflect approved amendments and corrections.
- Ensuring compliance with privacy regulations while maintaining the security and accuracy of sensitive records.
- Collaborating with internal and external partners to improve processes and contribute to quality improvement initiatives.

The Center for Health Statistics (CHS)
Our office is dedicated to maintaining accurate and secure vital records while providing reliable public health data. As part of the Division of Disease Control and Health Statistics (DCHS), CHS plays a crucial role in supporting individuals, families, and government agencies by processing birth, death, marriage, and adoption records. Our team ensures compliance with state and federal regulations while delivering excellent customer service to the public, healthcare providers, legal professionals, and other partners. Required Qualifications

Option 1:Two (2) years of experience interpreting and applying laws, policies or contracts that govern program work and providing customers with clarity, options and actionable next steps to accomplish their needs.
Option 2: Associate degree or higher; AND one (1) year of experience interpreting and applying laws, policies or contracts that govern program work and providing customers with clarity, options and actionable next steps to accomplish their needs.
AND
- Two (2) years of experience resolving customer inquiries, problems, or complaints by phone, email, and in-person.
- One (1) year of experience processing a large volume of form transactions in a timely manner with a high degree of accuracy and regular interruptions.
- Experience assisting customers in difficult and sensitive situations while staying calm and acting in a professional manner.
- Experience using MS Excel to create, modify, print and format spreadsheets, find and replace data, work with basic formulas and functions, use templates, styles, AutoFormats, and multiple worksheets.
- Experience using MS Word to create, format, edit, preview, print, and save documents; use standard functions to select, edit, copy, paste, format, and spell check text; create bullet and numbered lists, indent and align paragraphs, and use bordering and shading features.
Preferred Experience
- Interpreting and applying state and federal statutes, rules, or regulations in the areas of public health, vital records, legal processes, or identity verification.
- Providing detailed guidance and consultation to diverse parties, including the public, attorneys, healthcare providers, or government agencies on complex or regulated matters.
- Proficiency with data management systems such as WHALES, or other vital records, legal, or healthcare databases for updating, amending, or retrieving official records.
