WHO ARE WE The Texas Department of Agricultures Food and Nutrition Division administers 12 federal child and special nutrition programs andmore than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas. WHAT YOULL DO The Lead Food Nutrition (FN) Training and Development Specialist performs advanced training and development work. You will lead a team of training and development specialists responsible for the creation, implementation, and evaluation of internal and external training programs for the Texas Department of Agricultures (TDA) FN division. You will assess, review, and provide recommendations to ensure accuracy and effectiveness of training programs and content, lead needs assessment, review and interpret training evaluation, and provide staff guidance and coaching. You will frequently collaborate with departments, subject matter experts, employees, customers, and stakeholders on training needs. You will work under limited supervision with considerable latitude in the use of initiative and independent judgment. PRIMARY RESPONSIBILITIES Serve as the Lead FN Training Development Specialist monitoring work assignments of staff and work closely with the Assistant Director and Director to ensure work assignments are completed accurately, thoroughly, and timely. Assist with reviewing and ensuring all training projects reflect current and applicable federal and state rules and regulations pertaining to the nutrition programs administered by TDA and FN needs and that training content meets quality standards. Provide feedback to staff, as needed. Conduct and analyze training needs assessments to guide effective training interventions and course development for external and internal audiences. Develop learning objectives and provide recommendations for instructional design, identifying necessary staff resources for development and implementation. Review and evaluate course and training program evaluations, stakeholder feedback, and compliance needs for use in enhancing training content and delivery. Identify gaps in training coursework and make recommendations to management for course content or training programs. Schedule and conduct synchronous and asynchronous learning for internal and external customers, as assigned. Assist with the coordination of FN conferences and workshops, serving a lead role in coordinating the finalization of presentations and scheduling and overseeing practice sessions with FN staff to ensure deadlines are met.Serve as a trainer, presenter, or facilitator, as needed. Coordinate with management to develop, implement, and maintain standard processes for the Training team.Participate in onboarding, providing ongoing training, and planning employee development activities of Training team members. Analyze, instructionally design, develop, and update instructor-led training (ILT), virtual instructor-led training (vILT), eLearning programs, catalogues, courses, and delivery systems in collaboration ith section leadership, subject matter experts, employees, customers, and stakeholders to meet internal and external goals and objectives. Review assigned training requests and training materials submitted to TDA Training Team for approval. Determine if submitted requests are relevant to FN goals and objectives and make recommendations to management. Coordinate with other FN sections and subject matter experts to review proposed materials through publication. Keep abreast of, and utilize, best practices in adult learning, research methodologies, and instructional design principles as well as computer and technology skills to develop and deliver training. Keep abreast of federal program trends and policies. Follow all TDA policies and procedures. Perform other duties as assigned. Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION (The application must state how each of the following qualifications are met - resumes do not take the place of the required state of Texas application which must be completed in CAPPS or WIT.) Bachelors Degree (one year of work experience related to the primary responsibilities may substitute for one year of college). Five (5) years of work experience managing the full content development lifecycle from needs analysis to training evaluation of adult learning performance-based employee training programs in an organizational, a governmental, or corporate setting. Work experience with a learning management system (LMS), ADDIE instructional design method, MS Teams, MS Office Suite, Articulate, PowerPoint, SharePoint, and Adobe PDF. Experience coordinating the workflow of others. Valid Texas drivers license and an acceptable driving record. Internal candidates must meet or exceed expectations in all performance categories on the current evaluation, with a score of 3.5 or higher. PREFERRED One (1) year of work experience in operating or teaching federal nutrition programs and/or performing compliance reviews for federal nutrition programs. KNOWLEDGE, SKILLS, ABILITIES Knowledge of all 12 federal nutrition programs administered by TDA; of training and development procedures and techniques; of learning management and learning content management systems; of group processes, group dynamics, and interpersonal relations; of instructional and curriculum design. Skills in oral and written communication; in providing customer service excellence to both internal and external customers; in instructing others; in using a computer and applicable software; and in facilitating workshops. Ability to communicate effectively, orally and in writing; to formulate learning objectives, to develop training objectives; to assess the effectiveness of training and assess training needs; to provide guidance to others; and to exercise sound judgment and discretion. PHYSICAL REQUIREMENTS WORKING CONDITIONS Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 50 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to *20%), occasionally overnight.
